The right to education is a universal right to education. This right is included in the International Covenant on Economic, Social and Cultural Rights as a human right that includes the right to free compulsory primary education for all, the requirement to create secondary education available to all, especially the progressive provision of free secondary education, and the requirement to create equal access to higher education, ideally through the provision of free higher education.
